Our governance architecture
A public–private partnership of complementary skill sets
I4P is structured as a public–private partnership platform bringing together partners with complementary skill sets:
- DFIs / IFIs / impact investors — investment, knowledge exchange, co-investment and capital scale-up
- Public donors / governments / foundations — catalytic first-loss capital and technical assistance
- Multilateral / UN partners — political analysis, local networks, operational infrastructure and legitimacy
Our governance structure combines independent oversight, professional investment management and embedded peace-impact accountability — connecting the perspectives needed to address the challenge.
Three bodies
Who does what
Investing for Peace Foundation
Guardian of the peace mandate and the channel for donor funding. It owns the Management Company, provides its first-loss capital, and leads concept and product development.
Who sits on it: a Supervisory Board combining backgrounds in diplomacy, the United Nations, DFIs and civil society. A majority are independent Directors; two are appointed by the Donor Advisory Committee.
Donor Advisory Committee (DAC)
Provides strategic guidance to the Foundation without operational control.
- Non-binding advice to the Foundation
- Appoints a minority of the Foundation’s Directors
- Assesses and comments on the peace impact reported in I4P’s Annual Report

Investing for Peace B.V.
The investment management company: day-to-day investment activity — origination, due diligence and portfolio management — together with peace impact, ESG and technical assistance.
Who sits on it: Directors with extensive investment experience in fragile states and the private sector, including at AFC, BII, FMO and the IFC, as well as ABN AMRO, McKinsey & Company, Goldman Sachs, J.P. Morgan and Deloitte.
How capital flows
From donors and DFIs to companies in fragile settings
Donor money flows to the Foundation, which holds the peace mandate and provides the first-loss capital that makes investment possible. DFI capital flows to Investing for Peace B.V., which deploys it alongside that first-loss layer as debt and equity into companies. The Donor Advisory Committee advises the Foundation; it is not part of the capital flow.
The Donor Advisory Committee advises the Foundation, appoints a minority of its Directors and reviews I4P’s Annual Peace Impact Report. It is not part of the capital flow.
Legal structure
Incorporated in the Netherlands
The I4P platform is two linked Dutch entities. The Foundation owns the Management Company. I4P was set up in the Netherlands for its transparent regulatory environment and international outlook.
Stichting Investing for Peace Foundation
A Dutch foundation (stichting). It holds the peace mandate, is the channel for donor funding, and oversees the Management Company.
